The Delaware Supreme Court has appointed David A. White as Chief Disciplinary Counsel of the Office of Disciplinary Counsel, an Arm of the Delaware Supreme Court. He will begin working as Chief Disciplinary Counsel in March 2021.

The Office of Disciplinary Counsel receives, evaluates, investigates, and prosecutes complaints of lawyer misconduct and the unauthorized practice of law. The Office recommends sanctions for attorney misconduct to the Board on Professional Responsibility and the Court.

Previously, Mr. White was a partner in the product liabilities group, a substantial portion of his practice if devoted to representing lenders in the area of commercial loan workouts, commercial litigation, commercial real estate matters and related bankruptcy issues. He is skilled in handling commercial litigation, representing financial institutions and secured creditors in real and personal property foreclosures, bankruptcy, and out of court commercial loan workouts. Mr. White has developed long-lasting ties with his clients who have relied upon his counsel in connection with collection or restructuring of their troubled loans or in defense of claims, including lender liability claim prevention.

Background

From 1993-2001, Mr. White was in private practice with the firms of Murphy Welch Spadaro & Landon, P.A. and Welch & White, P.A. In private practice Mr. White concentrated his practice in the areas of commercial litigation, commercial and consumer banking and bankruptcy and real estate. He was a frequent lecturer in the areas of bankruptcy and debt collection for the National Business Institute and the Lorman Business Institute. During this period Mr. White also served as a Special Deputy Attorney General for the Appeals Division of the Department of Justice and was often retained as a hearing officer for the Department of Health & Social Services for adult abuse registry cases, the Delaware State University, and several local school districts in employment matters.

From 1988-1993, Mr. White served as a Deputy Attorney General for the State of Delaware where he represented several executive agencies including the State Department of Education, the State Board of Education, the Department of Homeland Security, Division of State Police, Division of Motor Vehicles, Division of Emergency Management, and the Department of Correction.

Mr. White also teaches a civil litigation course for the University of Delaware, Division of Professional and Continuing Studies and he was named co-winner of the Excellence in Teaching award of 2007. Recently, Mr. White was elected to the Executive Committee of the Delaware State Bar Association for 2009-2010 term at the Annual Bench and Bar Conference.
