David A. White joined Delaware ADR on November 1, 2024. In addition to his availability as a mediator and arbitrator, Commissioner White is available for Court appointments as a Special Magistrate and Discovery Facilitator.
In recognition of his outstanding contributions to alternative dispute resolution, Commissioner White was awarded DSBA’s Kimmel/Thynge Award in 2021. In December 2024, Commissioner White received the prestigious DSBA Daniel Herrmann Professional Conduct Award. Commissioner White is President-Elect of the Delaware State Bar Association.
Commissioner White served as Chief Disciplinary Counsel for the Delaware Supreme Court from March 2021 through October 2024. Prior to his appointment as Chief Disciplinary Counsel, Commissioner White had a robust and successful ADR practice including during his tenure as a Commissioner of the Delaware Superior Court.
The Delaware Supreme Court appointed David A. White as Chief Disciplinary Counsel of the Office of Disciplinary Counsel, an Arm of the Delaware Supreme Court. He began working as Chief Disciplinary Counsel in March 2021. The Office of Disciplinary Counsel receives, evaluates, investigates, and prosecutes complaints of lawyer misconduct and the unauthorized practice of law. The Office recommends sanctions for attorney misconduct to the Board on Professional Responsibility and the Court.
From 1993-2001, Mr. White was in private practice with the firms of Murphy Welch Spadaro & Landon, P.A. and Welch & White, P.A. In private practice Mr. White concentrated his practice in the areas of commercial litigation, commercial and consumer banking and bankruptcy and real estate. He was a frequent lecturer in the areas of bankruptcy and debt collection for the National Business Institute and the Lorman Business Institute. During this period Mr. White also served as a Special Deputy Attorney General for the Appeals Division of the Department of Justice and was often retained as a hearing officer for the Department of Health & Social Services for adult abuse registry cases, the Delaware State University, and several local school districts in employment matters.
From 1988-1993, Mr. White served as a Deputy Attorney General for the State of Delaware where he represented several executive agencies including the State Department of Education, the State Board of Education, the Department of Homeland Security, Division of State Police, Division of Motor Vehicles, Division of Emergency Management, and the Department of Correction.
Mr. White also teaches a civil litigation course for the University of Delaware, Division of Professional and Continuing Studies and he was named co-winner of the Excellence in Teaching award of 2007. Recently, Mr. White was elected to the Executive Committee of the Delaware State Bar Association for 2009-2010 term at the Annual Bench and Bar Conference.
