Hal has served as a neutral arbitrator for over twenty-five years and as a mediator for over fifteen years. He regularly serves as a neutral in construction, real estate and commercial cases. He is a member of the Mediation Panel as well as the Commercial, Construction and Large and Complex Case Panels of Arbitrators of the American Arbitration Association. He is also a member of the Roster of Distinguished Neutrals of the International Institute for Conflict Prevention and Resolution and serves on its Mediation, Construction and Insurance Panels.
He is a Fellow of the College of Commercial Arbitrators and a Member of its Board of Directors and Judicial Education and Legislation Committees. He is also a Fellow of the American College of Civil Trial Mediators, the Georgia Academy of Mediators and Arbitrators, the Georgia Arbitrators’ Forum and the National Academy of Distinguished Neutrals. Hal has been recognized as a “Georgia Super Lawyer” in both Construction Litigation and Alternative Dispute Resolution by Atlanta Magazine and is listed in The Best Lawyers in America for Construction Law. He is a registered mediator and arbitrator with the Georgia Office of Dispute Resolution.
Hal grew up in Atlanta and Mt. Lebanon, PA, a suburb of Pittsburgh. He received his A.B. degree in 1975 from The University of North Carolina at Chapel Hill, then earned his J.D. from the Emory University School of Law in 1978. Hal practiced with Powell, ;ldstein, Frazer & Murphy (now Bryan Cave LLP) and was subsequently a partner with Varner, Stephens, Wingfield & Humphries, LLP before joining this Firm in 1999. He currently serves as Managing Partner of Ragsdale Beals Seigler Patterson & Gray LLP.
He also has thirty-plus years of experience litigating construction disputes, complex commercial/business disputes, real estate matters including ad valorem tax appeals and title claims, and environmental-related disputes.
He belongs to the State Bar of Georgia and the Atlanta and American Bar Associations. He an currently serves on the Boards of Directors of both the Construction Law and Dispute Resolution Sections of the Atlanta Bar Association and as Chair of the former and Immediate Past Chair of the latter. He is also a Past Chair and a current member of the Executive Commitee of the State Bar of Georgia Dispute Resolution Section.
A member of the Lawyers Club of Atlanta, having served on its Executive Committee from 1986 through 1993 and as its President from 1991 to 1992, Hal served as a Trustee of the Atlanta Lawyers Foundation from 1993 to 2001, and as Chairman of its Board of Trustees from 1994 to 1995. .
His practice areas include construction law and litigation, real estate law and litigation including ad valorem tax matters and appeals, ADR, both mediation and arbitration, and alcohol/regulated beverage control law.
