About

From 1995 through January 2002, Mr. Steenland headed the Office of Dispute Resolution at the U.S. Department of Justice. There Mr. Steenland promoted greater use of Alternative Dispute Resolution (“ADR”), trained federal litigators in the effective use of mediation, and provided guidance to DOJ attorneys on matters of ADR strategy and tactics. Mr. Steenland also served as the Attorney General’s principal spokesperson on the Presidentially-created Interagency Working Group on ADR. In that capacity, he provided leadership and direction in the development of effective ADR programs for workplace, contract, and enforcement disputes throughout the federal ;vernment.

Background

Mr. Steenland is also an accomplished appellate litigator. He has argued more than 150 cases for the Department of Justice in the federal courts of appeal. Mr. Steenland was Appellate Section Chief for the Environment & Natural Resources Division from 1977 to 1995. In that capacity, he handled matters involved in all of the major environmental/natural resource statutes, as well as issues involving eminent domain, Native Americans, and Fifth Amendment takings. From 1973 through 1995, Mr. Steenland successfully directed the defense of more than thirty airport and airways expansion projects funded by the Federal Aviation Administration that were challenged in federal court.
